49. Freedom of Action

To express your courage outwardly
is to concern yourself with death.
To express your courage inwardly
is to encounter life.

There are two kinds of action:
One is outer and the other is inner.
But who is to say if one of them is better?
The Sage cannot tell.

The celestial Tao does not push,
yet it overcomes everything.
It does not speak, yet it acknowledges all.
It does not provoke, yet it cooperates.
It is quiet in its methods, yet always effective.

The net of Tao is wide,
an no one knows how it is cast.
